Project Question: How might Pakistan meet the needs of its flood victims without sacrificing long-term economic growth?
Pakistan, currently negotiating new leading terms with the IMF, estimates that economic growth will fall to 2% (or worse) of GDP this year, down from a predicted 4.5%. Donors, who were relatively slow to respond at first, have pledged over $815M to Pakistan, but the IMF believes much more will be needed. The IMF, concerned with the government’s reputation for corruption is interested in hiring a team of development economists to explain how Pakistan can meet its immediate needs while at the same time making structural investments that will produce long term economic growth. The IMF will hear proposals from prospective teams on Thursday, September 9 at 8:05 AM. Selection by the IMF is lucrative---100 points.
THE TASK:
You have two days to prepare a proposal for the IMF contract. Monday the groups will organize and plan the proposal and delegate the parts to group members. On Wednesday, the groups will meet and have some time post their paragraphs, photos and data tables or maps to the wiki. You will present your plan on Thursday, September 9, in class. A quality proposal will meet the following criteria:
HL 1 students will explain how the immediate needs of the victims will be met as well as how the 2.6 million drowned acres will be restored to productivity. Each HL 1 student will take one aspect of this problem and citing evidence from Wheelan’s chapters 1 and chapters 3 or 4 explain the proper combination of markets and the government to meet the current needs as well as set up the potential for economic growth. Each HL 1 response should follow the power paragraph format and not exceed two paragraphs. A photo and map or data table should be included to extend and clarify the response.
HL 2 students will offer policies that will produce long term economic growth of 4.5% a year and explain how Pakistan’s government can managed the political concerns which include criticisms of corruption and diverting the floods to save the well-connected and keeping the military and the Taliban at bay. Each HL 2 student will explain one half of the long-term plan and cite supporting evidence from Wheelan’s chapter on “Economic Development”. Each HL 2 response should follow the power paragraph format and not exceed three paragraphs. A photo and data table should be included to extend and clarify the response.

•apply Wheelan’s economic ideas to reveal the challenges confronting Pakistan in the immediate, short and long terms,
•demonstrate collaboration and coordination of the proposal so that each member contributes in a meaningful way,
•use visuals to clarify and extend ideas,
•write clearly, define terms, cite accurately, use spell check.
